Illinois’ people problem is clear. The state is consistently in the red when it comes to domestic migration, which has led to population decline for four consecutive years.
Clearly, Illinois has had a long struggle with attracting new residents and getting them to stay. One reason for this: Poor public policy has made buying a home, planting roots and raising a family in Illinois less attractive than other states.
